India’s 2026 southwest monsoon is marked by sharp swings between dry spells and cloudbursts, leaving a 16% national rain deficit by July 27. Over half of districts are deficient even as Assam and other states battle floods and landslides, driven by El Niño, western disturbances and global warming.
